Position description

RTI International is seeking a Program Cycle (PC) Capacity Building Specialist to serve as a member of the Capacity Building Team (CBT) in USAID’s Bureau of Policy, Planning and Learning (PPL)’s Office of Strategic and Program Planning (SPP). The Specialist assists the team in identifying opportunities and processes for working across PPL and USAID Operating Units to help align capacity building efforts to improve capacity and performance in strategic planning, project design, monitoring, evaluation and learning – which are together referred to as USAID’s Program Cycle – throughout the Agency. 

PPL’s Offices of Strategic and Program Planning (SPP) and Learning, Evaluation and Research (LER) continue to have a need for long-term specialists who support the capacity building process. PPL priorities include: 1) building Agency capacity to implement the Program Cycle through improved training, tools, technical support, and peer-to-peer learning; 2) improving coherence among country and Agency priorities and related internal business processes by clarifying how Program Cycle planning processes can be used to effectively integrate Washington-led initiatives into mission program and enhance aid effectiveness and 3) institutionalizing an iterative and adaptive planning process that supports USAID/Washington operating units and missions in designing, implementing, assessing and adjusting country strategies and projects based on the best available information to achieve and sustain results. 

The Program Cycle Capacity Building Specialist is an integral member of the Capacity Building Team. The PC Specialist will work with SPP/LER technical teams and other Bureaus/operating units to improve coordination of PC capacity building efforts, including those related to the development of new training materials and resources and the delivery of technical assistance, by establishing standard operating procedures and creating knowledge management tools and strategies. The incumbent will take technical direction from the Capacity Building Team Leader or their designate. 

Duties and Responsibilities

The PC Capacity Building Specialist supports the Capacity Building Team (CBT) as follows: 

  • Assist in developing training and survey tools and materials; including but not limited to presentations, handouts, questionnaires and exercises on the Program Cycle. 
  • Serve as a liaison to USAID/Washington Bureaus for the CBT’s outreach efforts. 
  • Assist in identifying opportunities for CBT engagement. 
  • Draft clear, concise written communication to support capacity building for both internal PPL and external audiences. 
  • Create standard operating procedures, guidance, and other documentation to formalize new CBT work streams. 
  • Review data and feedback collected through CBT tools and resources and provide recommendations for how to improve the capacity building efforts. 
  • Help establish knowledge management strategy and resources for the CBT. 
  • Develop a process and procedures for the CBT to review and maintain records for training programs, including, but not limited to, course evaluations, and assist in analyzing data and identifying trends to recommend program changes. 

Profile/Experience and Qualifications: 

  • Master’s degree in international development, international relations, public policy, planning or a related field with five years of experience or Bachelor’s degree with ten years of experience. 
  • Experience in international development, with three years in a developing country context. 
  • Experience providing skilled facilitation. 
  • Strong written and oral communication skills, including the capacity to synthesize complex messages and develop presentations for various stakeholders in Washington and in the field. 
  • Demonstrated knowledge of USAID’s Program Cycle (ADS 201): strategic planning, project design, activity design, and implementation, other Agency policies and operations. 
  • Strong interpersonal skills and the ability to work effectively across offices and teams. 
  • Demonstrated experience providing superior customer service.
