Redhorse Corporation has an immediate need for a Legislative Research Analyst. The Legislative Research Analyst shall provide legislative analysis and legal technical support to advise the Under Secretary of Defense for Intelligence of the policy and programmatic impact of proposed or enacted legislation to Defense Intelligence Enterprise, DoD, and the IC.
Note: The Legislative Research Analyst will NOT interact directly with congressional Members or staff except in matters of scheduling and routine logistics. The Legislative Research Analyst tasks includes, but is not limited to:
- Collect, review, assess, and disseminate congressional information, correspondence, and other documentation within the DoD and IC, and among required Executive Branch elements;
- Support the receipt, distribution, development, coordination, and tracking of reports, correspondence, Questions for the Record (QFRs), requests for information (RFIs), and activities responding to the Congress;
- Support OUSD(I) preparations for congressional hearings, Member and staff meetings, staff reviews and briefings, travel, Government Accountability Office audits, and other congressional activities, including scheduling, escorting within and between government facilities, and other routine logistics;
- Utilize expert knowledge of the processes, standards, and services related to congressional activities to provide assessments and evaluations of systems and processes, advice, guidance, and training, and to make suitable and feasible recommendations for improvements;
- Support effective coordination and communication among the Defense Agencies and IC regarding congressional matters related to systems, programs, architectures, issues, and initiatives, including representing OUSD(I) Congressional Activities in intra- and interagency engagements that do not require inherently governmental representation;
- Maintain organized files and records in accordance with Washington Headquarter Service Administrative Instruction 15 (AI 15) Volume II;
- Provide competent research, analysis, conceptualization, drafting, and consideration staffing support for OUSD(I) and other defense intelligence agency legislative proposals;
- Drafts summaries of intelligence and intelligence related legislative provisions or other directive language in annual National Defense Authorization Act, Defense Appropriations Act, and Intelligence Authorization Act, and their accompanying committee or conference reports and classified annexes;
- Coordinates responses to congressional letters for the SECDEF, DEPSECDEF, USD(I), and Director of Congressional Activities or their designees;
- Draft USD(I), OSD and Administration comments and/or appeals concerning legislation originating within the OUSD(I), the Defense intelligence community, other elements of the Executive Branch, and Congress;
- Conduct continuous evaluations and assessments of all business policies and processes and make recommendations to improve systems (including information technologies) related to congressional activities. Continuously assesses, manages the execution, and recommends improvements to the congressional correspondence coordination process within OUSD(I), among OUSD(I) and the defense intelligence components, and with the Office of the Assistant Secretary of Defense for Legislative Affairs (ASD-LA);
- Manage congressional tasking throughout OUSD(I) on behalf of the Director, Congressional Activities, in coordination with OUSD(I) Executive Secretary, and, as necessary, with SECDEF Executive Secretary and ASD-LA; and
- Coordinate taskings classified up to Top Secret / Sensitive Compartmented Information, to include Alternative Compensatory Control Measures
Minimum Basic Requirements for Skills, Experience, Education and Credentials for the Legislative Research Analyst include:
- Bachelor’s Degree from an accredited university.
- Experience preparing clear, well organized, and concise written summaries of lengthy documents, including annual defense and intelligence legislation and their accompanying committee reports, under tight time constraints of 24 to 48 hours;
- Strong written and verbal communication skills;
- Active Top Secret Clearance and SCI.
Additional Preferred Requirements for Skills, Experience, Education and Credentials include:
- Experience performing legislative analysis through at least 2 complete congressional legislative cycles
- Experience with tracking and managing task coordination in the Department of Defense or subordinate agencies.;
- A Bachelor’s degree that is in in Political Science, Public Policy, Public Administration, Business Administration, International Relations, Public Affairs, or other government policy or budgetary disciplines is preferred. A Master’s degree from an accredited university in Political Science, Public Policy, Public Administration, Business Administration, International Relations, Public Affairs, or other government policy or budgetary disciplines is highly preferred.
- Minimum of 10 years combined experience in the following areas;
- Experience on a Member’s personal staff or congressional committee, preferably one of DoD’s oversight committees;
- Possess detailed knowledge of the Defense Intelligence Enterprise and apply it extracting salient information relevant to the Department of Defense Intelligence Enterprise and its components from congressional bills and reports; and
- Experience in an office or component of the Department of Defense or the Intelligence Community.
Physical Requirements/Working Environment:
- Work sitting or standing at a desk or conference table for extended periods of time with the ability to shift positions while working: sit, stand, pace, adjust positioning in any of those without issue
- Walk in the office to collaborate with co-workers, attend meetings or retrieve documents from printer
- Must be able to lift 10 pounds on a periodic basis
