• A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.
• Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.
• Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station.
• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. Org. Setting and Reporting
This position is located in Middle East and West Asia Division (MEWAD) in the Department of Political Affairs in New York. The Director reports directly to the Assistant Secretary-General (ASG) for Political Affairs, and through him/her, to the Under-Secretary-General (USG). The Division covers the Middle East (not including North Africa) and Central Asia.
Within delegated authority, the Director will be responsible for the following:
•Provides senior assistance, analysis, advice and recommendations for possible action to the Assistant Secretary-General and the Under-Secretary-General for Political Affairs in the fields of preventive diplomacy and peacemaking, with particular reference to political and security developments in the Middle East and West Asia and relevant regional organizations;
•Directs and manages the work of the Division;
•Provides experienced counsel and support to Special Representatives, Coordinators or Envoys of the Secretary-General. Maintain regular contacts with field missions (including Special Political Mission) and engage in regular monitoring and support to those missions .
•Contributes to the formulation of the Department of Political Affairs’ overall strategies and policies by participating in various committees, preparing documents on policy issues, and acting, as required, in an advisory capacity to the USG/ASG.
•Formulates and implement the substantive work programme of the priorities Division, and allocating resources for the completion of outputs and their timely delivery.
•Oversees the management of activities undertaken by the Office/Division, ensuring that programmed activities are carried out in a timely fashion and co-ordinates work in the different areas both within the Office/Division and Department, and with other organizations of the United Nations System, donors and agencies as appropriate.
•Exercises overall management of the timely provision of political analyses, briefing notes, background papers and talking points to the Secretary-General and the Under-Secretary General and of reports for presentation to intergovernmental bodies and other policy-making organs of the United Nations, as appropriate.
•Organize and lead or participate in missions to areas of actual or potential conflict within the Middle East and West Asia region;
•Coordinate and maintain regular contacts with Member States, other relevant Departments and Offices of the UN Secretariat, and UN Agencies, Funds and Programmes on issues under the purview of the Division. Lead relevant inter-agency task forces and working groups.-
•Reports to intergovernmental bodies on budget/programme performance or on programmatic/substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.
•Ensures that the outputs produced by the Office/Division maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the division under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
•Manages the resources allocated to the Division in a responsible and accountable manner, undertaking or overseeing the programmatic/administrative tasks necessary for the functioning of the Division, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates.
•Oversees the recruitment of staff for Division taking due account geographical and gender balance and other institutional values.
•Manages, guides, develops and trains staff under his/her supervision; fosters teamwork and communication among staff in the Division and across organizational boundaries.
•Chairs meetings, seminars, etc., on substantive-related issues; represents the Organization at international, regional, inter-agency meetings, seminars and conference; provides programmatic/substantive expertise on developments in the Middle East and West Asia region and holds programmatic/substantive and organizational discussions with representatives of other institutions.
•Performs other related duties as requested by the senior management of the Organization.

Advanced university degree (Master's degree or equivalent) in international relations, international law, social sciences, comparative politics or related area. A first-level university degree in combination with two years of additional relevant experience may be accepted in lieu of the advanced university degree.
A minimum of fifteen years of progressively responsible experience in international political affairs, preferably in an international organization, is required. A minimum of five years of relevant experience in the Middle East and West Asia region is required. Experience serving in the region is required. Proven experience managing large and diverse teams at a senior level is required.
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required;
