Position description

Raytheon IDS Global Trade Operations has an exciting specialist opening in either of two Locations: Portsmouth, RI or Woburn, MA for an Export Licensing Specialist,Part 130 Coordinator. This is a critical role that will help manage and track all Foreign Military Sales (FMS), Vendor and Direct Commercial Sales (DCS) Part 130 sweeps for Raytheon (RTN) Integrated Defense Systems (IDS).

The individual will work for a Global Trade Manager to learn the process and to work through any difficult issues.The coordinator will escalate any delays or problems with sweeps to this manager.The Part 130 Coordinator will provide process oversight and consulting to assist stakeholders in completing the Part 130 DCS, FMS and Vendor sweeps. The Coordinator prepares input, as required, for the Part 130 Status Report which is submitted to Corporate GT FMS Part 130 Lead.

The Coordinator will collect and integrate data between ICMS and RGEMS in order to indicate new activity as well as monitor existing activity to ensure timely completion per policy. The Coordinator will also review the FMS Part 130 Status Report, with the Corporate GT FMS Part 130 Lead, to ensure timely completion of FMS Part 130 reporting requirements and to identify any issues. The Coordinator will be responsible for collaborating and communicating with all Part 130 Sweep assignees to drive completion and provide process guidance regarding Part 130 related issues or questions.

The position will ensure success by developing strong partnerships with IDS Contracts, OGC-GT, HR, Business Development and Supply Chain Management.The position is responsible for managing the IDS Part 130 tracker and associated metrics. The position will support removal of all necessary barriers to ensure compliant and timely Part 130 completions. The Coordinator will present to Leadership, communicating status, progress and help needed. The Coordinator will proactively guide all Part 130 stakeholders through the process. 

Key elements of this position include:

FMS/Vendor Reporting/Monitoring

  • Preparing Part 130 Status Report 
  • Work with Sweep Assignees to ensure Sweeps are completed within Policy designated time limits
  • Monitor status of all FMS Part 130 Sweeps including identification of completion risks and recommend actions to resolve and push to completion

DCS Monitoring

  • Preparing DCS Status Report
  • Monitor status of all DCS Part 130 Sweeps
  • Review overaged DCS sweeps and push to completion
  • Assist Authorization Owners (AOs) with tool issues, approach and process questions and provide guidance and support to AOs to facilitate progress and resolve issues

Part130 Support

  • Answer questions regarding process, tools, RTN policy and applicable ITAR Regulations related to Part 130
  • Gather recommendations from users and provide recommendations regarding enhancements to the process, tools and RTN policy
  • Serve as the Part 130 Subject Matter Expert to mentor and guide functional participants and stakeholders supporting the Part 130 process

Please Note - This position requires a U.S. person or the ability to obtain an Export Authorization from the appropriate government agency for non-U.S. persons

Required Skills & Experience:

·Minimum of 2 years relevant experience in Contracts, Global Trade, Project Management

·must have basic knowledge/understanding of the ITAR Part 130 requirement

  • Practical knowledge of RTN Integrated Contract Management System
  • (ICMS) and RGEMS Tools with some experience with contracts administration and processing new awards.

Required Education:

  • Bachelor’s Degree in business, contracts, general/industrial Engineering or related field

Desired Education:

  • Master’s Degree in business, contracts, law international relations, genera/industrial engineering or related field.
