Resident Director/Senior Director (Chief of Party): Malawi

The National Democratic Institute for International Affairs (NDI) is seeking to hire a Resident Country Director in Malawi to implement a technical assistance program. A well-qualified candidate will possess experience implementing large democracy development programs in Sub-Saharan Africa, particularly related to elections and governance, and the ability to administer program activities, finances, and personnel in a challenging operating environment. He/she will primarily be based in Lilongwe, with significant travel to Blantyre and other regions as necessary. S/he will be responsible for providing financial oversight and technical support to the Institute's overall program portfolio.

This position is subject to donor approval. The anticipated start date will be in July 2018 . Salary is commensurate with experience.


  • Oversee program implementation to ensure NDI is meeting stated program goals
  • Provide management and oversight of local and expatriate staff
  • Coordinate with domestic and international partners on the implementation of joint programming
  • Establish and maintain close working relationships with political parties, government officials and civil society groups in Malawi, as well as the US Embassy and USAID, British Embassy and DfID, other implementing partners, and local/international non-governmental organizations
  • Proactively design and propose draft concept notes, statements of interest, proposals, and other new business-related tools in collaboration with the Washington DC-based staff for use with possible US and non-USG funders
  • Ensure adherence to NDI Washington and Malawi policies and procedures, as well as to funder/donor regulations, ensuring the integrity of all financial transactions
  • Report on program activities and political developments in Malawi that may affect program outcomes to the Washington, DC-based staff on a regular basis
  • Oversee the development, review and timely submission of program-related materials, including regular reports that measure and evaluate program results



  • Graduate degree in political science, international relations, public policy, law, or a related field
  • A minimum of 14 years of experience managing programs for the Resident Director position, and a minimum of 20 years of experience for the Resident Senior Director level
  • A minimum of five (5) years of experience in elections and political processes
  • Capacity to develop solid working relationship with senior government officials, local governments, non-governmental institutions and the donor community
  • Experience working in a developing country, or a challenging political environment, Southern Africa experience preferred
  • Experience in results-oriented program design, strategic planning, and program evaluation
  • Exceptional interpersonal and managerial skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders, and policy-makers
  • Proven capacity to meet program goals while managing financial, administrative, and security responsibilities
  • Superior oral and written communications skills to effectively present information in a clear and persuasive manner in English
  • Exceptional analytical skills for interpreting complex program and political issues
  • Ability to adjust programmatic activities based on changing political circumstances and in response to needs articulated by local partners and program stakeholders
  • Experience in implementing large USAID and/or DfID-funded international development programs strongly preferred
  • Working knowledge of PC-based word processing and spreadsheet applications; experience with Google Apps (Gmail, Calendar, Google Drive, G+, etc.) strongly desired
