Position description

Cooperative enterprises enable people around the world to become protagonists of their own social and economic development. The ICA-EU partnership programme ‘Cooperatives in Development – People-centred businesses in action’ will work on promoting the cooperative business model in global, regional and local development policies, and strengthening cooperative organisations as viable actors in development processes in their own rights.

Cooperatives Europe’s main activities are to promote and defend the cooperative enterprise model and to provide services to members such as information & research, EU consultations and a platform for exchange. The Junior Policy Officer will be in charge of monitoring international development policies and programs, with a focus on those promoted by the European Institutions. S/he will work as a member of the ICA-EU partnership team and report directly to the International Development Director.

The main roles of the Junior Policy Officer are to identify EU development policies linked to civil society and the private sector and contribute to the design and elaboration of the linked consultation papers and processes.

Key responsibilities are

  • Monitor EU development policies and processes, with a focus on those affecting civil society organisations and the private sector;
  • Draft and respond to EU consultation papers on international development policies and processes;
  • Collaborate and consult with the Cooperatives Europe Development Platform for joint actions, programming and visibility initiatives on the cooperative model in development;
  • Organise policy events within the field of international development;
  • Support the collaboration and coordination with other European civil society networks and organisations active in international development;
  • Represent Cooperatives Europe at relevant development and cooperation review meetings or consultations, as well as formal and informal network meetings and seminars.



  • University degree in political sciences, international relations, economics, international development or similar;
  • Very good understanding of the international institutions and EU;
  • Knowledge of and relevant experience with consultation processes on international development;
  • Very good command of English;
  • Strong writing skills;
  • Attentive to details and able to prioritize work;
  • Good IT and communication skills;
  • Ability to work in a multi-cultural team;
  • Demonstrate commitment to the cooperative values and principles.


  • Knowledge of other languages, particularly French and Spanish;
  • Being familiar with EU policies and processes in international development;
  • Experience of work with NGOs or membership organisations.
