Org. Setting and Reporting
The position is located in the United Nations Counter-Terrorism Centre (UNCCT), within the Office of Counter-Terrorism (OCT).
Under the overall supervision of the Director of OCT and the direct supervision of the Deputy Director of OCT, the incumbent will perform the following functions:
- Provides policy guidance to the Director and Deputy Director of OCT, on conceptual strategy development and management of the implementation of overall strategies and intra and inter-divisional/departmental policies and procedures related to counter-terrorism, ensuring coherence and effective coordination;
- Plans and oversees the management of activities undertaken by the Unit; ensures that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects with OCT entities, and Member States, in liaison with other organizations of the United Nations System, donors and agencies as appropriate;
- Directs programme monitoring and evaluation; presents information gathered from diverse sources;
- Manages, supervises and carries out the work programme of the Unit under his/her responsibility. Co-ordinates the work carried out by the Unit; manage and coordinate capacity building workshops; provides programmatic and substantive reviews of reports prepared by others;
- Provides substantive input in the preparation of position papers and reports for presentation to the Secretary-General and intergovernmental bodies such as the General Assembly and other policy-making organs, as appropriate;
- Contributes to the reporting to intergovernmental bodies on programmatic/substantive issues, as appropriate, particularly those presented in reports;
- Ensures that the outputs produced by the Unit maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Unit under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates;
- Drafts a compendium of existing practices and lessons learned as well as proposals on ways to enhance inter-organizational coordination and cooperation related to the response of terrorist attacks;
- Prepares inputs for the work programme of the Branch/Service/Division, determining priorities, and allocating resources for the completion of outputs and their timely delivery;
- Carries out programmatic/administrative tasks necessary for the functioning of the Unit, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates;
- Recruits staff for Unit/Section taking due account geographical and gender balance and other institutional values;
- Manages guides, develops and trains staff under his/her supervision;
- Fosters teamwork and communication among staff in the Unit/Section and across organizational boundaries;
- Represents the Organization at inter-agency meetings, seminars, etc. on substantive-related issues;
- Participates in international, regional or national meetings and provides programmatic/substantive expertise on counter-terrorism, or hold programmatic/substantive and organizational discussions with representatives of other institutions.

Advanced university degree (Master’s degree or equivalent degree) in political science, international relations, international economics, law, public administration, or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of ten years of progressively responsible experience in political science, international relations, law, disarmament, security, conflict resolution or related area is required. A minimum of three (3) years of management experience is required. Experience in administration, budget, or human resources management is desirable. Experience in counter-terrorism is desirable. Experience in managing large-scale programmes/projects is desirable.
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of French and Arabic is desirable.
