Position description

The Capacity Building Director will provide leadership and project oversight in the area of organizational capacity building (financial, leadership, management and technical) for an upcoming key and vulnerable populations project. The Capacity Building Director will lead technical assistance in programmatic, management, technical and financial capacity building of local organizations. This project aims to address prevention, care, and treatment gaps across the HIV and AIDS clinical cascade with a focus on key populations men, women, and families through technical assistance (TA) extension and field support; strengthening local response to the epidemic. The project will operate over a 5 year period.

The position will operate under the leadership of the Deputy Chief of Party and Jhpiego’s senior management team, and will oversee and ensure the technical and methodological soundness of all organizational capacity building activities.

Responsibilities

  • Lead the development of local NGO capacity building framework and roadmap
  • Provide oversight, strategic direction and definition of organizational capacity building project activities
  • Develop and/or update training materials, standards, job aids, and curricula, as well supervisory systems needed to build capacity of local organizations and enable them to meet the needs of USAID
  • Establish and implement a system to ensure quality of local organizational capacity building activities
  • Provide mentoring and capacity building at the individual and organizational level in specific areas of expertise including but not limited to:
    • Putting into place a performance-based accreditation system for local NGOs to receive direct awards from USAID
    • Setting benchmarks to demonstrate increased organizational management, governance, financial management and/or technical capacity
    • Determining when local organizations are ready for further funding or transition to a direct award
    • Implementing an information and knowledge exchange strategy with local organizations to exchange lessons learned
    • Ensure local organizations meet USG programmatic and program management requirements
    • Implementing, monitoring and overseeing capacity building plans
  • Work closely with the Project team on setting organizational capacity building project priorities and directions, and responding to requests for support
  • Work with M&E staff to design, implement a plan to track data/results related to organizational capacity building to inform adjustments in project implementation
  • Actively participate in relevant advisory/working groups and professional forums representing Jhpiego
  • Collaborate with all stakeholders and implementing partners, especially the Ministry of Health, Local Government Ministry, and other US and international implementing partners, to ensure that all activities conform to the requirements and regulations
  • Document successes, lessons learned and challenges in implementation as well as reports of project activities and results to the project and donor, including routine quarterly and annual reports and other reporting requirements as requested
  • Document and maintain an inventory of successful tools and approaches for organizational capacity building
  • Maintain excellent relationships with USAID and in-country stakeholders and develop rapid responses

Qualifications

  • A Master of Public Health; Organizational Capacity Building, Management, business administration or related field
  • At least 7 years’ experience implementing and/or providing technical assistance in organizational capacity building
  • At least 7 years’ experience in implementing and/or providing technical assistance of $15 million per year in donor-funded projects and in the design and implementation of overseas health projects;
  • Demonstrated experience providing capacity building assistance at individual and organizational levels
  • Demonstrated experience with a mix of practical technical skills in financial management, organizational management, governance and necessary for strengthening local partner capacity
  • Familiarity with USAID’s administrative, management and reporting procedures and systems, including NUPAS
  • Previous experience working in Tanzania, with intimate understanding of the local health system
  • Proven track record managing a project team composed of several experts and fostering team work
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
  • Excellent verbal, written interpersonal and presentation skills in English
  • Proficiency in Microsoft Office
  • Ability to travel to project sites
