Civil Rights Defenders is an international human rights organisation based in Sweden that defends people’s civil and political rights and empower human rights defenders at risk. In Europe, the organisation is co-operating closely with a number of human rights organisations according to adopted Strategy for Europe 2017-2019. We also advocate for improvements in the human rights situation in the Europe with the focus on Balkans, both towards the general public and decision makers. Parallel to the long-term support we are organising different events, participate in coalitions with local partners and conduct other joint advocacy and lobbying actions. Providing capacity building support and other types of assistance to human rights defenders is also part of our activities together with publishing ad hoc reports on the situation in particular countries.
Areas of Responsibility
The Programme Officer (PO) is responsible to carry out and follow up on our programme and long- term partnerships with human rights organisations in Europe, according to the Civil Rights Defenders Strategy and Strategy for Europe 2017-2019. The PO reports to the Director for Europe.
PO is based in Field Office in Brussels, but his/her work is not limited to activities in any particular country.
The position includes:
Follow and analyse the human rights situation in Europe overall. The PO should follow human rights developments in Europe through human rights reports, through news from the region and not the least through meetings with relevant stakeholders. The PO should be able to make a presentation of the human rights situation in the focus region on short notice.
Organising and coordinating advocacy visits for partners from other regions (Balkans, Eurasia, Southeast Asia, Africa, Latin America) to Brussels. The PO has a vital role in taking advocacy initiatives and in ensuring that Civil Rights Defenders participates advocacy actions in Brussels.The PO should lead the coordination, organization and participation of Civil Rights Defenders and our partners in the advocacy visits to Brussels.
Establishing and maintaining contacts with relevant decision makers in Europe. The PO should build and maintain contacts with other international human rights organisations, donors and relevant decision-makers. The PO will act as a Civil Rights Defenders’ focal point for relevant stakeholders from the EU bodies.
Advocating before relevant EU bodies. The PO should conduct wide range of advocacy initiatives and activities before relevant EU bodies. This includes defining the advocacy strategy, preparing advocacy plans and identifying opportunities for advocacy. The PO will arrange meetings and briefings with key officials and decision makers from the EU institutions and identify relevant strategic stakeholder for Civil Rights Defenders and our partners within the EU bodies.
Drafting programme related document. These documents are related to entire Europe programme and not limited to one country. As the organisation’s expert on Europe and the human rights situation in the region, the PO provide ideas, input and supportive documents to be used in order to high-light a specific case or the human rights situation in Europe, in related to topics defined in Strategy for Europe.
Identifying and assessing new funding opportunities and developing partnership with different donors including preparation of applications and reporting. It is the responsibility of the PO to identify and assess new funding opportunities, or potential donors to Civil Rights Defenders. This includes initial contacts as well as writing project applications in co-operation with other POs in the region and under the supervision of Director for Europe.
As a Programme Officer you will be working at our field office in Brussels, supervised by Director for Europe. After probation period, employment agreement will be offered.
