Position description

Org. Setting and Reporting

The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote regional cooperation for inclusive economic and social development in the Asian and Pacific region. ESCAP's role as a regional development arm of the United Nations Secretariat is to support its membership, through its analytical, normative and technical cooperation, to respond to the development priorities and changing needs of the Asian and Pacific region.

The Statistical Institute for Asia and the Pacific (SIAP), located in Chiba, Japan, was established in May 1970 as a centre for statistical training in Asia and the Pacific. SIAP is a subsidiary body of ESCAP with a Governing Council which reviews the administration and financial status of the Institute and the implementation of its programme of work. SIAP's mission is to strengthen, through practically oriented training of official statisticians, the capability of the developing members and associate members and economics in transition of the region to collect, analyze and disseminate statistics as well as to produce timely and high quality statistics that can be utilized for economic and social development planning, and to assist those developing members and associate members and economies in transition in establishing or strengthening their statistical training capability and other related activities. The Institute supports the overall work programme of the ESCAP Statistics subprogramme.

This position is located in the Statistical Institute for Asia and the Pacific (SIAP), Chiba, Japan. The incumbent reports directly to the Director of the Statistical Institute for Asia and the Pacific.

Responsibilities

Under the direct supervision of the Director of the Statistical Institute for Asia and the Pacific (SIAP), the Statistician/Lecturer will be responsible to perform the following functions:

  • With particular focus on statistical techniques and modeling applied to measurement methods and data analysis of social statistics and indicators, prepares and updates training curricula and programmes, for basic and advanced-level training on official statistics covering internationally accepted frameworks, standards and classifications and methods; best practices in design and implementation of statistical production processes; and analyses and use, communication, and dissemination of key statistics and indicators;
  • Conducts professional training based on sound training models and techniques for face-to-face and internet-based e-learning training modalities aimed at increasing knowledge and improving skills of government statisticians and officials in official statistics in accordance with internationally accepted frameworks, standards and classifications and methods on data collection and processing methods, sampling applications and survey methodology, statistical data analysis, production and interpretation of statistics and indicators; and application of information and communications technology in collection, analysis and dissemination of data;
  • Prepares and updates contents of standardized training materials in the subject matter area of applications of statistical techniques and modeling for measurement and data analysis of social statistics and indicators for face-to- face and e-learning training sessions, based on good practices and state-of-the-art tools, knowledge and methods of professional training and in consultation with experts in the subject matter;
  • Represents SIAP in international, regional and national intergovernmental forums, expert groups, and conferences relating to statistical development and training; and
  • Undertakes other related duties assigned by the Director.

Education

  • Advanced university degree (Master's degree or higher) in statistics, mathematics, econometrics, or related quantitative fields, is required. A first-level university degree in combination with qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of five years of progressively responsible experience in a national or international statistical organization in the field of social statistics is required. Demonstrated ability and substantial experience in analyzing survey data and carrying out research in the field of official statistics using multivariate and other statistical techniques and modeling, is required. Experience in designing and conducting effective face-to-face training and organizing and supervising training and related activities are required. Experience in the use of learning management systems and designing web-based training courses using online training tools is an advantage. Experience in analyses of economic and social development issues and the use of statistics in national development policy analysis and formulation in the developing countries of the Asian and Pacific region is an asset.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
