Position description

NCBA CLUSA works in the areas of Resilience, Economic Opportunities and Cooperative Development. This position serves as Senior Program Manager. This position coordinates the home office management and backstopping activities required for the successful implementation of multiple international development projects typically of considerable cost and complexity.

FOR CEO: Specifically, this position is part of the Creating Economic Opportunities (CEO) program area team. This practice focuses on increasing economic benefit in market systems by improving technology, relationships, policy environment and institutional capacity. 

 

ESSENTIAL AREAS OF RESPONSIBILITY

  • Actively involved in all aspects of the project management cycle including: develop initial start-up plan in consultation with project leads; coordinate mid-term evaluation per program agreements; monitor project administrative, financial, and programmatic activities; plan project close-out in consultation with Program Managers, COP, Country Director, Regional Director, and VP of Operations.
  • Assist the Business Development team by contributing to the technical and cost applications, teaming arrangements, and other aspects of new business as appropriate.
  • Review and analyze periodic progress reports, annual work plans, assessments and evaluations prepared in the field; ensure relevant data is aggregated and incorporated into the HQ data systems. In addition, identify technical/programmatic issues that could jeopardize project implementation and/or achievement of objectives, inform appropriate staff providing assessments and recommendations.
  • Coordinate and guide the preparation of project budgets with the PM and/or PA in coordination with the field finance director; ensure line item integrity; conform with donor requirements; ensure pipeline analyses contain assumptions, recommendations, and/or required actions; ensure updating of budgets in accounting system.
  • Provide recommendations to NCBA CLUSA in the formulation of improved internal policies and procedures that affect how projects are implemented and managed; including procedural guidance and tools for procurement of project commodities. Interpret NCBA CLUSA policy and procedures with the goal of resolving and reconciling issues and conflicts that arise and coordinating the resolution of higher level issues with supervisors and other senior staff.

ADDITIONAL AREAS OF RESPONSIBILITY: 

  • Represent NCBA CLUSA at conferences and learning events; prepare periodic reports or summaries covering the technical status of the program; draft articles for the Cooperative Business Journal, the NCBA web site, and other publications; works closely with the Knowledge Manager and the Communications Team to share the information and knowledge gained both internally and externally.
  • Oversee analysis of cash requests and provide guidance to the PM or PA to ensure fund availability and responsible stewardship; in addition, review invoices and expenses.
  • Initiate the procurement of project equipment and ensure inventory control procedures are in place and in compliance; inform the RD, PM/PA and/or COP and CD on procurement status and assessment of any recommended course of action.
  • Review and provide guidance for the preparation of all project sub-grants and subcontracts with implementing partners; monitor partner compliance with subcontracts and sub-agreements; identify actual and potential issues and concerns, provide analysis and recommendations.
  • Conduct internal administrative audits; ensure compliance with contract or cooperative agreement provisions and application of USAID and other USG regulations; prepare and schedule regular internal program reviews to be attended by appropriate program and finance staff. 
  • Manage HQ relationships with donors and other key partners with respect to contract compliance, NCBA CLUSA policy, and reporting requirements.
  • Monitor and evaluate the PMs and/or PAs performance in line with stated objectives; provide ongoing feedback; submit written annual employee performance reviews; recommend merit increases and/or bonuses according to established NCBA CLUSA policy.
  • Provide training to field-based staff, 

Qualifications

SKILLS AND EXPERIENCES

Education:

  • Requires a bachelor’s degree in International Development, International Affairs, International Management, Latin/African/Asian studies, Business Development or International Agriculture (or related field); a master’s degree is preferred.     

Experience:

  • A minimum of eight years of relevant work experience and minimum of five years managing international development programs in Africa, Latin America, or Southeast Asia is required. 
  • Previous working experience with and applying regulations of major donors including US government, EU, UN and domestic and international foundations; demonstrated understanding of CFR, USAID ADS, AIDAR and other USG regulations is highly preferred.
  • Successful program management experience required including: work plan management, planning programs and monitoring progress, resolving cross-program and strategic issues, overseeing practice area budget; aligning the deliverables (outputs) to the program’s outcome.
  • Promote evidence-based learning and leverage insights for program and organizational performance improvement. 

Knowledge & Skills:

  • Financial analysis and problem solving; skills in financial management, accounting and budgeting a plus.
  • Demonstrated understanding of new business and proposal development processes.
  • Knowledge of Learning and Adaptive Management principles and models; may include USAID’s Collaboration, Learning and Adapting (CLA).
  • Prior usage of MS Windows and MS Office packages (Excel, Word, PowerPoint), databases (SUN accounting systems, QuickBooks a plus) and Web Conferencing Applications. 
  • Provide guidance to develop technical and managerial skills related to project management within project team.

LANGUAGE REQUIREMENTS: Excellent communication skills and fluency in English.Proficiency in Spanish, French or Portuguese highly preferred.

TRAVEL REQUIREMENTS: Travel 10 to 14 working days up to three to four times per year to a field office.

RELATIONSHIPS: The Senior Program Manager, (CEO) works closely with Program Managers and Associates and Technical Specialists in his/her respective unit, Regional Directors, COPs, Country Directors and the Accounting and Compliance Departments. The incumbent is expected to work in a positive, professional manner with all NCBA/CLUSA staff, former staff, members, potential members, vendors and the public.
