Position description

Every employee of IRI is responsible for carrying out the Mission of IRI, and demonstrating the core values in their day to day operations.

The Resident Program Director (RPD) for Macedonia is responsible for designing and implementing a strategy for IRI programs in the country, including identifying new sources of funding and areas of programming. The RPD manages budgets and personnel and is responsible for compliance with local laws and laws/regulations governing current funding. RPD is responsible for long-range and annual plans for the country program, identifies key players and partners in IRI programs and develops strategies covering a variety of programmatic areas, such as improving the quality of candidates running for parliament and capacity building for newly elected officials. RPD also mentors local staff in program development, finance, work plan development and presentation, reporting, monitoring and evaluation, business development and knowledge management in their country of assignment.

Primary Functions & Responsibilities

  • Develops long range and annual plans for the country program, identifies key players and partners in IRI programs;
  • Directs implementation and execution of programs in country, monitoring the grants, and providing financial oversight of the program budget, ensuring compliance with donor requirements;
  • Responsible for semi-annual, quarterly and final reports, new proposals and work plans;
  • Monitors and reports to DC staff on political and economic developments, and media responses;
  • Submits a weekly report to DC by OOB every Monday;
  • Oversees operations ensuring that IRI's country program and projects comply with IRI policies, program grantees, external (USG or other donor) grant requirements, and local laws, as applicable;
  • Monitors Field and DC program budgets, and manages field program budgets, in collaboration with DC program staff and the Regional Project Accountant, to ensure that expenditures remain within budget allocations;
  • Approves all expenditures, and reviews/approves monthly imprest account to ensure all documents are in order before sending to the Regional Accountant;
  • Serves as the official senior IRI representative developing credibility with high-level U.S. Government officials, host-country government representatives, foreign diplomats, program partners, and other relevant stakeholders;
  • Ensures compliance with local laws as applicable to employing local staff and operating an office in-country;
  • Leads and collaborates with the Macedonia team to develop and implement specified programs and activities;
  • Identifies opportunities for new business and sources of funding;
  • Performs other duties as assigned.


  • Undergraduate degree in political science, international relations or related field, Graduate degree strongly preferred.
  • Minimum 7-years professional experience in democratic governance and politics, preferably working directly with political parties, civil society organizations/NGOs and/or legislative bodies and officials.
  • Working knowledge of the politics, economics, history and culture of the Balkans.
  • Strong written and oral communication and presentation skills in English. Ability to communicate in Macedonian beneficial but not required.
  • Demonstrated management experience including ability to motivate and manage staff.
  • Demonstrated experience working with USG-funded projects and familiarity with USG regulations and processes.
  • Demonstrated financial management experience in developing and administering program budgets.
  • Ability to prepare, present and negotiate complex and sensitive agreements and/or project proposals with bilateral/multi-lateral agencies and other donor communities.
  • Ability to communicate skills and experience to others as a trainer, advisor or technical consultant; sensitivity to working in advisory role with local organizations.
  • Ability to work independently and as a member of a team to coordinate and lead the efforts of other professionals to effectively meet program goals.
  • Willingness to travel within the country of assignment a significant amount throughout the year.
  • Willingness to live and work in a challenging environment.



Bachelors or better in Political Science or related field.
