About the job

Eurocarers is looking for a highly-motivated and self-reliant Policy & Advocacy Officer to reinforce our international team in Brussels. Within our supportive team, you will contribute to the overarching values, priorities and goals of Eurocarers and play a key role in shaping and delivering our policy agenda. One of your main tasks will be to monitor, analyse and help shape EU policy developments, engage with stakeholders, and design and implement advocacy strategies to advance the rights and wellbeing of informal carers. You will also contribute to ensuring that Eurocarers is perceived as an indispensable part of the European institutional landscape. You will support our member organisations in their national level advocacy to achieve a significant and lasting impact on policy and practice in the care sector, particularly pertaining to informal carers. Based on the experiences of our members, you will prepare policy briefings and formulate evidence-based policy recommendations to influence stakeholders at the EU and national/regional levels. Ideally, you will have experience working in a membership network and the skills to foster members policy & advocacy capacities.

Key Responsibilities

Policy Analysis & Development:

      • Monitor EU and national policy and funding developments relevant to health, social care, employment, equity, and carers’ rights;
      • Engage with stakeholders, and design and implement advocacy strategies to advance the rights and wellbeing of informal carers;
      • Draft policy briefs, position papers, and consultation responses;
      • Support the development of evidence-based policy recommendations.

Advocacy & Representation:

      • Build and maintain relationships with EU institutions, policymakers, NGOs, and other relevant stakeholders;
      • Represent Eurocarers at meetings, conferences, and working groups;
      • Contribute to the design of and coordinate advocacy campaigns and events to influence policy outcomes.

Research & Knowledge Sharing:

      • Liaise with Eurocarers’ members and other researchers to gather data and best practices;
      • Contribute to drafting policy briefings, speeches, reports, publications, and communication materials and social media messages;
      • Contribute to organising events (i.e., advocacy meetings, policy debates/roundtables, high level policy conferences, research forums, working group meetings, etc.) and lead on content and logistical tasks;
      • Organise study visits and twinning opportunities.

Member/Stakeholder Engagement:

      • Facilitate policy-related working groups and knowledge exchange.
      • Support Eurocarers’ members in their national advocacy efforts.
      • Contribute to the design, organisation and implementation of advocacy-related training and capacity building actions.
      • Collaborate with our Communication Officer to tailor and disseminate policy messages, project results and the conceptualisation and implementation of public campaigns.
      • Maintain good communication with Eurocarers’ members, policy stakeholders, project partners, and journalists and help update our stakeholder database.

Business Development, Project Implementation, and Monitoring & Evaluation:

      • Contribute to the design, implementation and evaluation of Eurocarers’ projects;
      • Support in executing administrative and financial aspects;
      • Contribute to identifying and assessing new potential funding opportunities;
      • Participate in the creation and implementation of the Eurocarers’ work plans and strategies;
      • Additional duties, as required.

Qualifications

Essential:

      • University Degree (bachelor or higher) in political science, social policy, international policy, public health, public administration, economics or related field;
      • Knowledge of health and social care policy, particularly informal care;
      • Minimum 3 years’ experience in EU policy, advocacy, or public affairs;
      • Strong understanding of EU institutions and legislative processes;
      • Ability to synthesise complex information into clear, persuasive messages;
      • Proficient written and verbal communication skills in English (knowledge of additional languages are an advantage);
      • Familiarity with or a nuanced understanding of care and caring issues;
      • Ability to carry out tasks in line with defined scope, budget and timeline, with tangible evidence of previous accomplishments;
      • Able to work independently as well as in a team;
      • Able to work in temporary conditions of high time pressure and workload;
      • Talent for creative problem-solving and service-oriented approach;
      • Presentation, facilitation and networking skills;
      • Computer skills and experience in working with Microsoft Office software.

Desirable:

      • Experience in NGO or membership-based organisations;
      • Postgraduate degree;
      • Experience with social media and tailoring messages to different target audiences and via different channels;
      • Demonstrable understanding of project management methodologies;
      • Previous experience with business development, and income generation;
      • Strong intercultural, interpersonal skills and ability to work in a multicultural environment.

      • Monthly gross salary ranging from €3,500 to €5,000, depending on experience;
