Position description

Contract Term: Fixed-term one-year employment contract, with potential to extend for an additional year (consultancy will be considered)

Position Summary

Rani (Resilience Action Network International) is working with partners to deliver an ambitious external actions budget in the next Multiannual Financial Framework (MFF) 2028-2034. Our aim is to protect ODA in addition to maximising effective spending on health and resilience in the EU external actions budget.

We are seeking 1-2 experienced and driven public affairs professionals with a winning track record in influencing EU policy and budgets. This is a defining policy and advocacy opportunity. The successful candidate will be a team player that puts the mission first, with an excellent grasp of EU politics, processes, and external actions instruments, and will have experience of working on previous MFF cycles. The Adviser will support rani's advocacy strategy via existing and new relationships inside and outside the EU institutions, and in key Member State capitals. These positions will be part of a close-knit Brussels-based team that is built for impact – and will work closely with strategic partners.

Rani also works on global health research and development (R&D) policy and related resource mobilisation. Candidates with strong knowledge and experience of raising resources for FP10 and on instruments to advance health research and development (R&D) is a plus.

Scope of Work

      • Map, build, and leverage relationships and partnerships across the EU institutions and with stakeholders that can help maintain an ambitious external action budget with a focus on health and Sub-Saharan Africa;
      • Execute policy and advocacy strategies on the MFF towards our goals;
      • Develop and mobilise relationships in the EU institutions and manage the organisation and execution of meetings with EU officials, MEPs, and political advisers;
      • Brief the Executive Director on key aspects of the work on a regular basis;
      • Regular monitoring and reporting on relevant political and expert meetings including relevant Committee meetings in the European Parliament;
      • Produce winning advocacy products (policy briefs, presentations, reports, statements) with a focus on European health development policy, tailored for diverse audiences;
      • Support the management of strategy-driven stakeholder meetings and events;
      • Manage the commissioning, and launch of research and policy analyses;
      • Support regular reporting on our work;
      • Participate in regular team and partner meetings as relevant.

Requirements for the role

      • Deep experience – bachelor’s degree with significant experience (typically 10+ years) in a relevant field in Brussels (International Relations/Public Policy, Political Science, Communications, or related);
      • Track record of advocacy success from a previous MFF process and/or previous EU annual budget cycles;
      • Expert/insider knowledge of EU policy-making processes and key decision-makers, in particular in the area of EU’s international cooperation policies, including global health;
      • Proven experience implementing a successful advocacy strategy and developing policy and advocacy tools to use towards decision makers;
      • Experience of working with partners in complex ecosystems;
      • Must have the legal right to work in Belgium;
      • Must be a team player with a mission-first attitude to work;
      • Experience in FP10 and R&D desirable.

Qualifications

      • Understanding of EU politics and policies and the interplay between them;
      • Organised & detail-oriented: strong logistics, planning, event management, coordination skills;
      • Sophisticated understanding of power mapping and what is needed to succeed in advocacy;
      • Proven successful experience in effective high-level advocacy including experience in drafting advocacy materials and in advocacy towards decision makers;
      • Excellent partner and stakeholder management skills;
      • Excellent written and oral English language skills and proficiency to write and edit products, proofreading, and research skills in English; competency in French (other languages a bonus);
      • Project-management and events experience desirable;
      • Demonstrated ability to take the initiative, work independently, deliver in a complex political systems and in a busy environment;
      • Team player, committed to making rani a great place to work coming with a solutions-oriented approach to challenges.
