Position description

The incumbent of this position will report to the Field Response Unit within the Office of Emergency Management (OEM). Reporting to the Disaster Preparedness Program Representative (DPPR) 4, the DPPR 3 will oversee a zone team and manage the new and expanding programs transitioning to field operations. The DPPR 3 will also manage the implementation and maintenance of relationships with local level partners, and facilitation of emergency response in their respective zone.

Duties include but are not limited to the following:• Responsible for managing the development and improvement of the emergency management and disaster preparedness plans with county emergency management officials, local government, and local public officials.• Assess the training needs of State and local agencies and other organizations that support the State’s emergency management efforts.• Conduct and/or facilitate the delivery of emergency management related training, both locally and regionally across the State.• Participate in the development and coordination of a statewide, comprehensive training and exercise plan.• Plan, design, and evaluate the curriculum for training programs, as well asorganize, develop, conduct, and review major training and development programs to improve performance of agency operations.• Provide technical planning assistance to state and local government agencies in the development of disaster preparedness and emergency response plans.• Support day to day functions in the emergency operations center, as well as during times of emergency and disaster from the State Emergency Operations Center, State field offices, and/or county/local deployments.• Perform other duties or special assignments as needed.• Available to deploy and provide executive level briefs on a 24 hour/7 day-a-week basis.• Travel throughout New York State will be required, including overnight travel as needed, up to 50%.

Minimum QualificationsNY HELPS***To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:Seven years of emergency management experience coordinating and implementing emergency management and disaster preparedness programs; preparation or modification of disaster plans; preparing, modifying, and presenting of disaster educational training and/or exercises; gathering and analyzing information to produce briefings or reports or to make timely and effective incident response decisions; representing an agency or organization in an Emergency Operations Center or leadership position on the Incident Command System; and managing or supervising logistics operations during a major emergency or disaster by overseeing the distribution or staging of equipment and supplies.Substitutions with a degree in a related field** as listed below:• An associate degree in a related field can substitute for two years of specialized experience;• A bachelor's in a related field degree can substitute for four years of experience;• A master's degree in a related field can substitute for five years of experience;• A doctorate in a related field can substitute for six years of experience.**Specialized Degree Areas: Atmospheric Science, Business Administration, Business Continuity, Business Organizational Security Management, Communications, Criminal Intelligence Analysis, Criminal Investigations, Criminal Justice, Crisis, Critical Infrastructure, Cyber Security, Data Analytics, Data Science, Digital Forensics, Disaster or Emergency Management, Disaster Resilience, Disaster Science, Emergency Communications, Emergency Preparedness, Emergency or Public Safety Services, Emergency and/or Risk Management, Environmental Science, Environmental Studies, Fire and Emergency Services, Geographic Information Systems, Geography, Homeland Security, Informatics, International Relations, Meteorology, National Security, Political Science, Public Administration, Public Health, Public Health Emergency Preparedness, Public Policy, Security Studies, Sustainability Studies, System Safety and Security, or Urban or Regional Planning.REASSIGNMENT/TRANSFERCurrent New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as a Disaster Preparedness Program Representative 3 and are interested in reassignment OR are a current New York State employee with one year or more of qualifying permanent service as an Agency Emergency Management Coordinator and eligible for transfer under Section 70.1 of the Civil Service Law.NOTE: Employees on the Civil Service eligible list will be considered.
